Establishment of Advisory Board

s 5

(1) The Minister shall establish an Advisory Board (hereinafter referred to as the “Board”) for the purpose of advising the Director General on the development of the Library. (2) The Board shall consist of the following members: (a) a Chairman who shall be appointed by the Minister; (b) the Director General; (c) a representative of the Ministry for the time being charged with the responsibility for the Library; and (d) not less than four and not more than seven other members who shall be appointed by the Minister. (3) The Director General may appoint any member of his staff to act as the Secretary of the Board who shall keep a proper record of all minutes of the Board’s meeting. (4) The Chairman and every member of the Board appointed under paragraph (2)(d) shall, unless his appointment is sooner revoked, hold office for a period of three years but shall be eligible for reappointment. (5) The Chairman and any member of the Board appointed under paragraph (2)(d) may resign from his office by giving a written notice to the Minister. (5A) The Minister may, at any time, revoke the appointment of the Chairman or any member of the Board appointed under paragraph (2)(d). (6) All members of the Board shall be deemed to be public servants within the meaning of the Penal Code [Act 574].

Meetings of the Board

(1) The Board shall hold meetings at least once a year at any time and place as the Chairman may determine. (2) The Chairman and four members of the Board shall form a quorum. (3) The Board may make its own rules governing the procedure of its meeting and other matters connected therewith.
