s 10 Powers ot

(2) Any person contravening any of the provisions of this Act. shall be guilty of an offence and shall, where no other nenalty is provided by this Act, be liable, on conviction, to a fine not exceeding ten thousand detars or to imprisonment for a term not exceeding five years or to both.
