(1) The Director General of Chemistry shall be the Registrar of the Institute.
(2) The Council shall, with the approval of the Minister, appoint a Secretary of the Council from among the members of the Council.
(3) The Registrar may delegate any of his functions under this Act or the rules or by-laws to the Secretary.
(4) In exercising his functions, the Secretary shall be subject to the control, supervision and direction of the Registrar.
(5) The Council shall provide the Registrar and the Secretary with facilities for carrying out their functions.

Pendaftar dan Setiausaha
(1) Ketua Pengarah Kimia hendaklah menjadi Pendaftar Institut.
(2) Majlis hendaklah, dengan kelulusan Menteri, melantik seorang Setiausaha bagi Majlis daripada kalangan anggota Majlis.
(3) Pendaftar boleh mewakilkan mana-mana fungsinya di bawah Akta ini atau kaedah-kaedah atau undang-undang kecil kepada Setiausaha. *CATATAN—Seksyen 11A masih belum berkuat kuasa–lihat Akta A1032.
(4) Pada menjalankan fungsinya, Setiausaha hendaklah tertakluk kepada kawalan, pengawasan dan arahan Pendaftar.
(5) Majlis hendaklah memberi kepada Pendaftar dan Setiausaha kemudahan untuk membolehkan mereka menjalankan fungsi mereka itu.
