(1) Every person who was a member of the Society immediately before the appointed date shall, on payment of the prescribed fee, be eligible for membership of the Institute of the same grade as he held in the Society.
(2) Without prejudice to subsection (1), and subject to subsections
(3) and (4), every person on payment of the prescribed fee shall be entitled to be admitted by the Council as a member of the Institute if he satisfies the requirements of subsection 17(2), (3) or (4).
(3) No person shall be admitted by the Council as a member of the Institute if he is less than twenty-one years of age or if in the opinion of the Council he is not a fit and proper person to be admitted as a member.
(4) A body corporate shall not be eligible for membership of the Institute.
(5) Any person dissatisfied with the decision of the Council under subsection (3) may appeal to the High Court.
(6) The procedure governing appeals under subsection (5) shall be substantially the same as for appeals to the High Court from decisions of a subordinate court in civil matters.
(7) The Minister may from time to time, after seeking the advice of the Institute, by order published in the Gazette amend the Second Schedule.

Keanggotaan Institut
(1) Tiap-tiap orang yang telah menjadi anggota Pertubuhan sebelum sahaja tarikh yang ditetapkan layak, apabila membayar fi yang ditetapkan, menjadi anggota Institut dalam gred yang sama seperti yang dipegang olehnya dalam Pertubuhan.
(2) Tanpa menyentuh subseksyen (1), dan tertakluk kepada subseksyen (3) dan (4), tiap-tiap orang berhak, apabila membayar fi yang ditetapkan, diterima masuk oleh Majlis sebagai seorang anggota Institut jika dia mempunyai syarat yang dikehendaki oleh subseksyen 17(2), (3) atau (4).
(3) Tiada seorang pun boleh diterima masuk oleh Majlis sebagai seorang anggota Institut jika dia berumur kurang daripada dua puluh satu tahun atau jika pada pendapat Majlis dia bukan seorang yang layak dan wajar untuk diterima masuk sebagai seorang anggota.
(4) Sesuatu pertubuhan perbadanan adalah tidak layak untuk menjadi anggota Institut.
(5) Seseorang yang tidak puas hati dengan keputusan Majlis di bawah subseksyen (3) boleh merayu kepada Mahkamah Tinggi.
(6) Tatacara berkenaan dengan rayuan di bawah subseksyen (5) pada asasnya sama seperti rayuan kepada Mahkamah Tinggi terhadap keputusan sesuatu mahkamah rendah dalam perkara sivil.
(7) Menteri boleh dari semasa ke semasa, selepas mendapat nasihat Institut, meminda Jadual Kedua melalui perintah yang disiarkan dalam Warta.
