(1) Any person who having made an objection in the manner prescribed by section 142 or 144 is dissatisfied with the decision of the local authority thereon may appeal to the High Court by way of originating motion:
Provided that with the filing of the originating motion there shall be paid into the local authority the amount of the rate appealed against.
(2) The originating motion shall be filed by the person dissatisfied with the decision of the local authority within fourteen days of the receipt thereof.
(3) The local authority shall be the respondent in any appeal under this section.
(4) Every such appeal shall be heard before the High Court whose decision on questions of fact shall be final and conclusive.
(5) From the decision of the High Court either party may appeal on questions of law to the Federal Court whose decision shall be final and conclusive.
(6) In any appeal under subsection (5), any written law for the time being in force relating to appeals in civil matters from the High Court in its appellate jurisdiction to the Federal Court shall apply.

Rayuan
(1) Jika seseorang telah membuat suatu bantahan mengikut cara yang ditetapkan oleh seksyen 142 atau 144 dan dia tidak puas hati dengan keputusan pihak berkuasa tempatan mengenai bantahan itu orang itu boleh merayu kepada Mahkamah Tinggi dengan cara usul permulaan:
Dengan syarat bahawa bersama dengan pemfailan usul permulaan itu hendaklah dibayar kepada pihak berkuasa tempatan amaun kadar yang rayuan dibuat terhadapnya itu.
(2) Usul permulaan itu hendaklah difailkan oleh orang yang tidak puas hati dengan keputusan pihak berkuasa tempatan itu dalam tempoh empat belas hari dari penerimaan keputusan itu.
(3) Pihak berkuasa tempatan ialah pihak menentang dalam sesuatu rayuan di bawah seksyen ini.
(4) Tiap-tiap rayuan itu hendaklah didengar di hadapan Mahkamah Tinggi dan keputusannya atas soal fakta adalah akhir dan muktamad.
(5) Dari keputusan Mahkamah Tinggi itu salah satu pihak boleh merayu atas soal undang-undang kepada Mahkamah Persekutuan dan keputusan Mahkamah Persekutuan akhir dan muktamad.
(6) Dalam sesuatu rayuan di bawah subseksyen (5), peruntukan mana-mana undang-undang bertulis yang pada masa itu berkuat kuasa berhubungan dengan rayuan dalam perkara sivil terhadap keputusan Mahkamah Tinggi dalam bidang kuasa rayuannya ke Mahkamah Persekutuan hendaklah dipakai.
