s 35 Power of Board to make rules
(1) The Board may make all such rules as may be necessary for the purpose of giving effect to the provisions of this Act.
(2) In particular, and without prejudice to the generality of subsection (1), such rules may provide for all or any of the following matters, namely—
(a) the preparation, audit, and submission to the Minister of estimates, budgets, statements and returns;
(b) the functions, duties *and discipline of the staff;
(c) (Deleted by Act A964);
(d) the determination of the principles governing the award of degrees, diplomas, certificates and other academic distinctions to be conferred by the Universiti;
(e) the conditions of admission, welfare *and discipline of students;
(f) the management of libraries, laboratories, workshops and any other facilities provided by the Universiti;
(g) the establishment and regulation of pensions, superannuation and provident fund schemes for the staff or any section of them;
(h) any matter within the powers of the Universiti under section 4 or under any other provision of this Act.

Kuasa Lembaga untuk membuat kaedah-kaedah
(1) Lembaga boleh membuat kaedah-kaedah yang perlu bagi maksud menguatkuasakan peruntukan Akta ini.
(2) Khususnya, dan tanpa menjejaskan keluasan subseksyen (1), kaedah-kaedah itu boleh mengadakan peruntukan bagi semua atau mana-mana perkara yang berikut, iaitu—
(a) penyediaan, pengauditan, dan pengemukaan kepada Menteri anggaran, belanjawan, pernyataan dan penyata;
(b) fungsi, kewajipan *dan tatatertib kakitangan;
(c) (Dipotong oleh Akta A964);
(d) penetapan prinsip yang menentukan pengurniaan ijazah, diploma, sijil dan kepujian akademik yang lain yang hendak dianugerahkan oleh Universiti;
(e) syarat-syarat penerimaan masuk, kebajikan *dan tatatertib pelajar;
CATATAN—Perkataan “dan tatatertib” dalam perenggan 35(2)(b) dan (e) yang telah dimasukkan melalui subperenggan 37(c)(i) dan (iv) Akta Institut Teknologi MARA (Pindaan) 1996 [Akta A964] masih belum berkuat kuasa—lihat P.U. (B) 461/1996.
(ea) *apa-apa perkara yang berhubungan dengan JPP dan badan pelajar lain;
(f) pengurusan perpustakaan, makmal, bengkel dan apa-apa kemudahan lain yang disediakan oleh Universiti;
(g) penubuhan dan pengawalseliaan skim pencen, persaraan dan kumpulan wang simpanan bagi kakitangan atau mana-mana golongan daripada mereka;
(h) apa-apa perkara dalam kuasa Universiti di bawah seksyen 4 atau di bawah mana-mana peruntukan lain Akta ini.
