Dalam hal pentadbiran Akta ini dan Enakmen Bekalan Air Negeri yang berhubung dengan perkhidmatan bekalan air, Pengarah hendaklah mengikuti suatu dasar yang bertujuan mencapai, berkenaan dengan tiap-tiap tahun kewangan, apa jua hasil dari segi kewangan sebagaimana yang ditentukan oleh Pihak Berkuasa Negeri selepas berunding dengan Pegawai Kewangan Negeri.
