s 83A Authority to recover expenses incurred for act done pursuant to a lawful direction
(1) When any person without lawful excuse refuses or neglects to obey any direction lawfully given under this Act or the by-laws made thereunder the Authority may, irrespective of whether any proceedings have been instituted against or any punishment imposed on such person for the refusal or neglect, do or cause to be done all such acts as are in its opinion reasonable or necessary for the purpose of carrying out such direction.
(2) The powers conferred by subsection (1) include the power to hire and employ such persons as are necessary and proper for making good whatever loss or damage that has been caused by any refusal or neglect of the person to whom the direction has been given.
(3) Any expenses incurred in the exercise of the powers conferred under subsection (1) or (2) shall be recoverable from the person to whom the direction has been given as a civil debt.

Lembaga hendaklah mendapatkan perbelanjaan yang dilakukan bagi perbuatan yang dilakukan menurut arahan yang sah
(1) Apabila seseorang alasan yang sah enggan atau cuai untuk mematuhi apa-apa arahan yang sah diberikan di bawah Akta ini atau * CATATAN— Sebelum ini “satu ribu ringgit” —lihat Akta Lembaga Pelabuhan Bintulu (Pindaan) 1992 [Akta A831].
undang-undang kecil yang dibuat di bawahnya Lembaga boleh, tidak kira sama ada apa-apa perbicaraan telah dimulakan terhadap atau sesuatu hukuman telah dikenakan ke atas orang itu atas keengganan atau kecuaian tersebut, melakukan atau menyebabkan dilakukan segala perbuatan yang pada pendapatnya munasabah atau perlu bagi maksud menjalankan arahan itu.
(2) Kuasa-kuasa yang diberikan oleh subseksyen (1) termasuk kuasa untuk menggaji dan mengambil kerja mana-mana orang yang perlu dan patut untuk membaiki apa-apa kerugian atau kerosakan yang disebabkan oleh keengganan atau kecuaian orang yang kepadanya arahan itu telah diberikan.
(3) Apa-apa perbelanjaan yang dilakukan dalam menjalankan kuasa-kuasa yang diberikan di bawah subseksyen (1) atau (2) boleh didapatkan sebagai hutang sivil daripada orang yang kepadanya arahan itu telah diberikan.
