Raja-Raja and the Yang di-Pertua-Yang di-Pertua Negeri Higher Studies Scholarship Fund Act 1983 s 19
The Board may by instrument in writing under the common seal of the Board delegate to any person or body such of its duties as may be necessary to be performed in or outside the Federation: Provided that any such person or body shall have no control over the Fund and shall act in all respects in accordance with the directions of the Board.

Lembaga boleh, melalui surat cara secara bertulis di bawah meterai perbadanan Lembaga, mewakilkan kepada mana-mana orang atau badan apa-apa kewajipannya sebagaimana yang perlu untuk dilaksanakan di dalam atau di luar Persekutuan: Dengan syarat bahawa mana-mana orang atau badan sedemikian tidak mempunyai kawalan ke atas Kumpulan Wang dan hendaklah bertindak dalam semua hal mengikut arahan Lembaga.
