s 21 Constitution of a University College
(1) The Yang di-Pertuan Agong may by regulations prescribe the Constitution of a University College.
(2) The Yang di-Pertuan Agong may at any time amend the Constitution of a University College.
(3) The provisions of the Constitution of a University College shall take effect from such date as may be appointed by the Yang di-Pertuan Agong and shall have the force of law within Malaysia.
(4) Anything done or appointment made for and on behalf of the University College prior to the date of the coming into force
of the Constitution shall, on and after that date, be deemed to be made for, by or on behalf of the University College.

(1) Yang di-Pertuan Agong boleh melalui peratoran? menetapkan Perlembagaan sa-suatu Kolej Universiti.
(2) Yang di-Pertuan Agong boleh_pada bila? masa meminda Perlembagaan sa-suatu Kolej Universiti itu.
(3) Peruntokan Perlembagaan sa-suatu Kolej Universiti hendak-lah mula berkuatkuasa dari tarikh yang di-tetapkan oleh Yang di-Pertuan Agong dan hendak-lah mempünyaï kuatkuasa undang? dalam Persekutuan.
(4) Apa2 perkara yang di-lakukan atau perlantekan yang di-buat untok dan bagi pehak Kolej Universiti sa-belum tarikh Perlembagaan itu mula berkuatkuasa hendak-lah pada dan sa-lepas tarıkh itu, di-sifatkan sa-bagai telah di uat untok, oleh atau bagi pehak Kolej Universiti itu
