s 23 Offence of establishing a University or University College
(1) No person shall establish, form or promote or do anything or carry on any activities for the purpose of establishing or forming or promoting the establishment or formation of a University or University College otherwise than in accordance with the provisions of this Act or any other written law regulating its establishment.
(2) Any person who contravenes subsection (1) shall be guilty of an offence and shall on conviction be liable to a fine of ten thousand ringgit or to imprisonment for a term of five years or to both.

(1) Tiada sa-siapa jua boleh menuboh, membentok atau Keslabakan : De1/0A946 siti atau Kolej Universiti melainkan mengikut peruntokan Ins/AA946 Akta inik
(2) Sa-siapa yang melanggar sekshen-kechil (1) ada-lah melakukan suatu kesalahan dan apabila di-thabitkan boleh di-kenakan denda sa-banyak sa-puloh ribu ringgit atau penjara sa-lama tempoh lima tahun atau kedua2-nya.
