s 5 Prohibition of activities in the exclusive economic zone or on the continental shelf except where authorized
Except where authorized in accordance with the provisions of this Act or any applicable written law, no person shall in the exclusive economic zone or on the continental shelf—
(a) explore or exploit any natural resources, whether living or non-living;
(b) carry out any search, excavation or drilling operations;
(c) conduct any marine scientific research; or
(d) construct or authorize and regulate the construction, operation and use of—
(i) any artificial island;
(ii) any installation or structure for any of the purposes provided for in section 4 or for any other economic purpose; or
(iii) any installation or structure which may interfere with the exercise of the rights of Malaysia in the zone or on the continental shelf.

Kecuali jika dibenarkan mengikut peruntukan- Larangan peruntukan Akta ini atau mana-mana undang-undang aktiviti bertulis yang terpakai, tiada seseorang pun boleh dalam zon dalam zon ekonomi eksklusif atau pelantar benua— eksklusit
(a) menjelajah atau mengeksploit apa-apa sumber pelantar alam, sama ada hidupan atau bukan hidupan; kecuali di mana
(b) menjalankan apa-apa kerja penyelidikan, kuasa penggalian atau penggerudian;
(c) menjalankan apa-apa penyelidikan saintifik laut; atau
(d) membina atau memberi kuasa dan mengawalselia pembinaan, pengendalian dan penggunaan
(i) mana-mana pulau buatan;
(ii) apa-apa pepasangan atau struktur bagi maksud-maksud dalam seksyen 4ang diperuntukkan atau bagi apa-apa maksud ekonomi lain; atau
(iii) apa-apa pepasangan atau struktur yang mungkin mengganggu penjalanan hakhak Malaysia dalam zon atau pelantar benua.
