National Forestry Act 1984 s 45
The State Authority may, by notification in the Gazette, declare any permanent reserved forest or part thereof to be an open forest or a closed forest, and until a permanent reserved forest or part thereof has been so declared to be an open forest it shall be deemed to be a closed forest.
Kuasa untuk mengisytiharkan hutan simpanan kekal, hutan terbuka atau hutan tertutup
Pihak Berkuasa Negeri boleh, melalui pemberitahuan dalam Warta, mengisytiharkan mana-mana hutan simpanan kekal atau sebahagian daripadanya sebagai hutan terbuka atau hutan tertutup, dan sehingga suatu hutan simpanan kekal atau sebahagian daripadanya telah diisytiharkan sebagai hutan terbuka ianya hendaklah disifatkan sebagai hutan tertutup.
