Federal Housing Act 1965 s 3
Notwithstanding anything to the contrary contained in any written law, the Commissioner shall, if directed by the Minister so to do and subject to such directions as the Minister may give, carry out housing schemes outside the limits of the Federal Territory of Kuala Lumpur but within the State of Selangor on lands and with moneys provided for such schemes by the Government of Malaysia. Kuasa Datuk Bandar menjalankan skim perumahan di luar Perbandaran
Walau apa pun apa-apa jua yang berlawanan yang terkandung dalam mana-mana undang-undang bertulis, Datuk Bandar hendaklah, jika diarahkan oleh Menteri berbuat demikian dan tertakluk kepada apa-apa arahan yang diberikan oleh Menteri, menjalankan skim perumahan di luar sempadan Wilayah Persekutuan Kuala Lumpur tetapi di dalam Negeri Selangor, di atas tanah dan dengan wang yang diperuntukkan bagi skim sedemikian oleh Kerajaan Malaysia.
