Lembaga hendaklah bertanggungjawab kepada Menterı, dan Menterı boleh darı semasa ke semasa memberikan arahan-arahan yang tıdak tak konsısten dengan Akta ini dan Lembaga hendaklah, dengan seberapa segera yang boleh, melaksanakan segala arahan sedemikian.
