Evidence Act 1950 s 119
s 119 Dumb witnesses
(1) A witness who is unable to speak may give his evidence in any other manner in which he can make it intelligible, as, for example, by writing or by signs; but the writing must be written and the signs made in open court.
(2) Evidence so given shall be deemed to be oral evidence.

(1) Seseorang saksi yang tidak dapat bercakap boleh memberikan keterangannya mengikut apa-apa cara lain yang menjadikannya boleh difahami, seperti, misalnya, dengan tulisan atau isyarat; tetapi tulisan itu mestilah ditulis dan isyarat itu dibuat di dalam mahkamah terbuka.
(2) Keterangan yang diberikan sedemikian hendaklah disifatkan sebagai keterangan lisan.
