(1) A holder of an apparatus assignment may authorize a third party to operate a network facility which is the subject of an apparatus assignment.
(2) The regulations made by the Minister under section 158 may provide for the third party operation of a network facility which is the subject of an apparatus assignment by persons authorized by the holder of the apparatus assignment.
