(1) A licence is not transferable except with the approval of the Controller.
(2) A licensee who transfers his licence to another person without the approval of the Controller commits an offence.
(3) The Controller may approve the transfer of the licence if—
(a) the licensee dies or becomes incapacitated or a bankrupt;
(b) in the case of a company, the licensee is wound up or a receiver or manager is appointed in respect of the business of the licensee; or
(c) for any reason the Controller is satisfied it would be unjust not to transfer the licence.
(4) An application for the transfer of a licence shall be made in writing to the Controller.

Pindah hakmilik lesen
(1) Sesuatu lesen tidak boleh dipindahkan hakmiliknya kecuali dengan kelulusan Pengawal.
(2) Pemegang lesen yang memindahkan hakmilik lesennya kepada orang lain tanpa kelulusan Pengawal melakukan suatu kesalahan.
(3) Pengawal boleh meluluskan pemindahan hakmilik lesen jika—
(a) pemegang lesen itu mati atau menjadi tidak upaya atau bankrap;
(b) dalam hal sesuatu syarikat, pemegang lesen telah digulung atau seorang penerima atau pengurus telah dilantik berkenaan dengan perniagaan pemegang lesen itu; atau
(c) atas apa-apa sebab Pengawal berpuas hati bahawa tidaklah adil jika lesen itu tidak dipindahkan hakmiliknya.
(4) Sesuatu permohonan bagi pemindahan hakmilik sesuatu lesen hendaklah dibuat secara bertulis kepada Pengawal.
