No prosecution for any offence under this Act and the laws specified in the First Schedule shall be instituted except by or with the consent in writing of the Public Prosecutor.

Tiada pendakwaan bagi mana-mana kesalahan di bawah Akta ini dan undang-undang yang dinyatakan dalam Jadual Pertama boleh dimulakan kecuali oleh atau dengan izin secara bertulis daripada Pendakwa Raya.
