s 4 Appointment of Registrar, Deputy Registrar, Assistant Registrars, officers and other servants
(1) A Registrar of Youth Societies shall be appointed by the Minister.
(2) The Minister may appoint a Deputy Registrar of Youth Societies and such number of Assistant Registrars of Youth Societies, officers and other servants who shall be under the general direction and control of the Registrar.
(3) The Registrar shall have the powers and exercise the functions conferred on him by this Act, and in his absence such powers and functions may be had or exercised by the Deputy Registrar.
(4) The Assistant Registrar may exercise all the powers and functions conferred on the Registrar by or under this Act, subject to any restriction that may be imposed by the Registrar.
(5) All officers and other servants appointed under subsection
(2) shall be deemed to be public servants for the purposes of the Penal Code [Act 574].

Pelantikan Pendaftar, Timbalan Pendaftar, Penolong Pendaftar, pegawai dan pekhidmat lain
(1) Seorang Pendaftar Pertubuhan Belia hendaklah dilantik oleh Menteri.
(2) Menteri boleh melantik seorang Timbalan Pendaftar Pertubuhan Belia dan apa-apa bilangan Penolong Pendaftar Pertubuhan Belia, pegawai dan pekhidmat lain yang hendaklah terletak di bawah arahan dan kawalan am Pendaftar.
(3) Pendaftar hendaklah mempunyai kuasa dan menjalankan fungsi yang diberikan kepadanya oleh Akta ini, dan semasa ketiadaannya kuasa dan fungsi sedemikian boleh dipunyai atau dijalankan oleh Timbalan Pendaftar.
(4) Penolong Pendaftar boleh menjalankan semua kuasa dan fungsi yang diberikan kepada Pendaftar oleh atau di bawah Akta ini, tertakluk kepada apa-apa sekatan yang boleh dikenakan oleh Pendaftar.
(5) Semua pegawai dan pekhidmat lain yang dilantik di bawah subseksyen (2) hendaklah disifatkan sebagai pekhidmat awam bagi maksud Kanun Keseksaan [Akta 574].
