s 15 Reasons for refusal to grant licence
The Director General may refuse to grant a licence unless—
(a) he is satisfied that—
(i) where the applicant is a natural person, as to the character and fitness of the applicant;
(ii) where the applicant is a body corporate, as to the character and fitness of any member of the board of directors; or
(iii) where the applicant is a partnership, as to the character and fitness of any partner,
and the premises complies with the requirement of subsection 14(1); and
(b) in his opinion—
(i) the premises in respect of which the application is made is safe, clean, sanitary and adequately equipped;
(ii) the staff is adequate or competent for the purpose of the pathology laboratory; and
(iii) the proposed arrangement for the management of the pathology laboratory is adequate or suitable.

Alasan bagi penolakan untuk memberikan lesen
Ketua Pengarah boleh menolak untuk memberikan lesen melainkan jika—
(a) dia berpuas hati bahawa—
(i) jika pemohon itu ialah orang sebenar, tentang sifat dan kesesuaian pemohon itu;
(ii) jika pemohon itu ialah suatu pertubuhan perbadanan, tentang sifat dan kesesuaian mana-mana anggota lembaga pengarahnya; atau
(iii) jika pemohon itu ialah suatu perkongsian, tentang sifat dan kesesuaian mana-mana pekongsi,
dan premis itu mematuhi kehendak di bawah subseksyen 14(1); dan
(b) pada pendapatnya—
(i) premis yang berkenaan dengannya permohonan itu dibuat adalah selamat, bersih, sanitari dan dilengkapi dengan secukupnya;
(ii) kakitangan adalah mencukupi atau cekap bagi maksud makmal patologi itu; dan
(iii) perkiraan yang dicadangkan bagi pengurusan makmal patologi itu adalah cukup atau sesuai.
