s 39 Meaning of “persons with severe disabilities”
For the purposes of this Chapter, “persons with severe disabilities” means a person suffering from one or more disabilities who is dependent on others for basic daily living activities.

Bagi maksud Bab ini, “orang dengan ketidakupayaan teruk” ertinya seseorang yang mengalami satu atau lebih ketidakupayaan yang bergantung pada orang lain bagi aktiviti kehidupan harian yang asas.
