(1) The Minister may make regulations as appear to him to be necessary and expedient to carry out the provisions of this Act.
(2) Without prejudice to the generality of the powers conferred by subsection (1), the Minister may make regulations for all or any of the following purposes:
(a) to regulate the management of institutions established for persons with disabilities;
(b) to regulate the management of institutions established for persons with severe disabilities;
(c) to process and regulate the registration of persons with disabilities and such matter relating or incidental thereto;
(d) to prescribe any other matter required or permitted to be prescribed under this Act; and
(e) to provide for any other matter which the Minister deems expedient or necessary for the purposes of this Act.

Kuasa untuk membuat peraturan-peraturan
(1) Menteri boleh membuat peraturan-peraturan yang didapatinya perlu dan suai manfaat untuk menjalankan peruntukan Akta ini.
(2) Tanpa menjejaskan keluasan kuasa yang diberikan oleh subseksyen (1), Menteri boleh membuat peraturan-peraturan bagi semua atau mana-mana maksud yang berikut:
(a) untuk mengawal selia pengurusan institusi yang ditubuhkan bagi orang kurang upaya;
(b) untuk mengawal selia pengurusan institusi yang ditubuhkan bagi orang dengan ketidakupayaan teruk;
(c) untuk memproses dan mengawal selia pendaftaran orang kurang upaya dan apa-apa perkara yang berhubungan atau bersampingan dengannya;
(d) untuk menetapkan apa-apa perkara lain yang dikehendaki atau dibenarkan untuk ditetapkan di bawah Akta ini; dan

(e) untuk mengadakan peruntukan bagi apa-apa perkara lain yang disifatkan suai manfaat atau perlu oleh Menteri bagi maksud Akta ini.
