s 46 Prevention of anomalies
(1) The Minister may, by order, make such modifications in the provisions of this Act as may appear to him to be necessary or expedient for the purpose of removing any difficulty occasioned by the coming into operation of this Act only as regard to the performance of the functions and the exercise of the powers by the Council.
(2) The Minister shall not exercise the powers conferred by this section after the expiration of two years from the date of coming into operation of this Act.
(3) In this section, “modifications” means amendments, additions, deletions and substitutions of any provision of this Act.

Pencegahan anomali
(1) Menteri boleh, melalui perintah, membuat apa-apa pengubahsuaian dalam peruntukan Akta ini sebagaimana yang didapatinya perlu atau suai manfaat bagi maksud menghapuskan apa-apa kesulitan yang disebabkan oleh permulaan kuat kuasa Akta ini hanya berkenaan dengan pelaksanaan fungsi dan penjalanan kuasa oleh Majlis.
(2) Menteri tidak boleh menjalankan kuasa yang diberikan oleh seksyen ini selepas habis tempoh dua tahun dari tarikh permulaan kuat kuasa Akta ini.
(3) Dalam seksyen ini, “pengubahsuaian” ertinya pindaan, tambahan, pemotongan dan penggantian mana-mana peruntukan Akta ini.
