s 85 Prescribed modification, change or extension of approved railway schemes
(1) No person may undertake any prescribed modification, change or extension of a railway scheme approved in accordance with section 84—
(a) without the approval of the Minister, acting on the recommendation of the Director General of Land Public Transport; and
(b) save in accordance with the requirements and procedures set out in subsection (2) and such regulations as may be made under this Act for the purposes of this section.
(2) Any person intending to undertake any prescribed modification, change or extension of an approved railway scheme shall submit a written application to and deposit with the Director General of Land Public Transport such information and documents, including plans, as may be requested by the Director General of Land Public Transport and, within such period and in such manner as the Director General of Land Public Transport may require, in order to enable the Minister to evaluate such application.
(3) A person who contravenes subsection (1) commits an offence and shall, on conviction, be liable to a fine not exceeding five hundred
thousand ringgit or to imprisonment for a term not exceeding three years or to both.

Ubah suaian, perubahan atau peluasan yang ditetapkan bagi skim kereta api yang diluluskan
(1) Tiada seorang pun boleh mengusahakan apa-apa ubah suaian, perubahan atau peluasan yang ditetapkan bagi suatu skim kereta api yang diluluskan mengikut seksyen 84 —
(a) tanpa kelulusan Menteri, yang bertindak atas syor Suruhanjaya; dan
(b) kecuali mengikut kehendak dan tatacara yang dinyatakan dalam subseksyen (2) dan apa-apa peraturan yang dibuat di bawah Akta ini bagi maksud seksyen ini.
(2) Mana-mana orang yang berniat untuk mengusahakan apa-apa ubah suaian, perubahan atau peluasan yang ditetapkan bagi skim kereta api yang diluluskan hendaklah mengemukakan suatu permohonan bertulis kepada dan mendepositkan dengan Suruhanjaya apa-apa maklumat dan dokumen, termasuk pelan, yang diminta oleh Suruhanjaya dan, dalam apa-apa tempoh dan mengikut apa-apa cara yang dikehendaki oleh Suruhanjaya, untuk membolehkan Menteri menilai permohonan itu.
(3) Seseorang yang melanggar subseksyen (1) melakukan suatu kesalahan dan boleh, apabila disabitkan, didenda tidak melebihi lima ratus ribu ringgit atau dipenjarakan selama tempoh tidak melebihi tiga tahun atau kedua-duanya.
