It shall be lawful for the Council from time to time to make, alter or revoke such rules as it may deem expedient for the management of the affairs of the Corporation and the accomplishment of its objects, and all rules and by-laws made shall be binding upon the members of the Corporation.

Sah bagi Majlis dari semasa ke semasa membuat, mengubah atau membatalkan kaedah-kaedah sebagaimana yang difikirkan suai manfaat bagi pengurusan hal ehwal Perbadanan dan bagi mencapai matlamatnya dan semua kaedah-kaedah dan undangundang kecil hendaklah mengikat anggota Perbadanan.
