Pihak Berkuasa hendaklah menentukan tatacara kewangannya sendiri dan boleh menerima pakai dengan ubah suaian sebagaimana yang difikirkannya patut mana-mana peraturan-peraturan, kaedah-kaedah, polisi, pekeliling dan arahan yang dibuat atau dikeluarkan oleh Kerajaan berkenaan dengan tatacara kewangan.
