s 100 Continuance of civil and criminal proceedings
(1) Neither the repeal under section 93 nor anything contained in this Act shall affect any person’s liability to be prosecuted or punished for offences committed under the repealed Act before the appointed date and the prosecution of such offences shall be taken in accordance with the repealed Act.
(2) Any proceedings, whether civil or criminal, cause of action or disciplinary action pending or existing before a Preliminary Investigation Committee, the Council or any court immediately before the appointed date by or against the dissolved Council or any person acting on behalf of the dissolved Council may be continued or instituted by or against the Council established by this Act by or against the dissolved Council or such person as if this Act had not been enacted.
(3) Any appeal brought or any leave to appeal applied for on or after the appointed date against a decision given immediately before the appointed date in any legal proceedings to which the dissolved Council was a party may be brought by or against the Council established by this Act.

Penerusan prosiding sivil dan jenayah
(1) Pemansuhan di bawah seksyen 93 mahupun apa-apa yang terkandung dalam Akta ini tidak boleh menjejaskan apa-apa liabiliti seseorang untuk didakwa atau dihukum bagi kesalahan yang dilakukan di bawah Akta dimansuhkan sebelum tarikh ditetapkan dan pendakwaan bagi kesalahan itu hendaklah dibawa mengikut Akta dimansuhkan.
(2) Apa-apa prosiding, sama ada sivil atau jenayah, kausa tindakan atau tindakan tatatertib yang sedang menunggu keputusan atau telah diwujudkan di hadapan Jawatankuasa Penyiasatan Permulaan, Majlis atau mana-mana mahkamah sebaik sebelum tarikh ditetapkan oleh atau terhadap Majlis dibubarkan atau mana-mana orang yang bertindak bagi pihak Majlis dibubarkan boleh diteruskan atau dimulakan oleh atau terhadap Majlis yang ditubuhkan oleh Akta ini oleh atau terhadap Majlis dibubarkan atau orang itu seolah-olah Akta ini tidak diperbuat.
(3) Apa-apa rayuan yang dibawa atau apa-apa kebenaran untuk merayu yang dipohon pada atau selepas tarikh ditetapkan terhadap suatu keputusan yang diberikan sebaik sebelum tarikh ditetapkan dalam mana-mana prosiding undang-undang yang Majlis dibubarkan menjadi suatu pihak kepadanya boleh dibawa oleh atau terhadap Majlis yang ditubuhkan oleh Akta ini.
