s 14 Rules of the Board
The Board may make rules which are consistent with this Act or any approved scheme or regulations made under this Act for all or any of the following purposes:
(a) regulating its own procedure and the conduct of its meetings;
(b) providing for the custody of its property and the use of its common seal;
(c) prescribing the duties of its officers, agents and employees;
(d) with the approval of the Minister, controlling the admission of persons to any totalisator for pool betting and any premises where pool betting is operated, promoted, managed or collected, and providing for the exclusion from any such agency of any specified class or description of persons, either absolutely or subject to such conditions as may be prescribed; and
(e) such other purposes as the Board may consider necessary or expedient for the operation of any approved scheme or for carrying out the functions of the Board.

Kaedah-kaedah Lembaga
Lembaga boleh membuat kaedah-kaedah yang selaras dengan Akta ini atau mana-mana skim yang diluluskan atau peraturan-peraturan yang dibuat di bawah Akta ini bagi semua atau mana-mana maksud yang berikut:
(a) mengawal selia tatacaranya sendiri dan penjalanan mesyuaratnya;
(b) mengadakan peruntukan bagi penjagaan hartanya dan penggunaan meterai perbadanannya;
(c) menetapkan kewajipan pegawai, ejen dan pekerjanya;
(d) dengan kelulusan Menteri, mengawal kemasukan orang ke mana-mana totalisator untuk pertaruhan wang terkumpul dan mana-mana premis di mana pertaruhan wang terkumpul dikendalikan, dianjurkan, diuruskan atau dipungut, dan mengadakan peruntukan bagi menahan masuk mana-mana golongan atau perihalan orang yang tertentu dari mana-mana agensi sedemikian, sama ada secara mutlak atau tertakluk kepada apa-apa syarat yang ditetapkan; dan
(e) apa-apa maksud lain yang difikirkan perlu atau suai manfaat oleh Lembaga bagi pengendalian mana-mana skim yang diluluskan atau bagi penjalanan fungsi Lembaga.
