(1) The Registrar may, in writing, delegate all or any of his powers or functions under this Act, except his power of delegation, to any Deputy Registrar or Inspector appointed under subsection 3A(1).
(2) Without prejudice to subsection (1), the Registrar may, in writing, delegate any of his powers or functions under this Act in respect of the investigation of offences under this Act and the enforcement of the provisions of this Act to any public officer or officer of a local authority.
(3) Any delegation under subsection (1) or (2) may be revoked at any time by the Registrar and does not prohibit the Registrar from himself exercising the powers or performing the functions so delegated.

Pewakilan kuasa Pendaftar
(1) Pendaftar boleh, secara bertulis, mewakilkan kesemua atau mana-mana kuasa atau fungsinya di bawah Akta ini, kecuali kuasanya untuk membuat pewakilan, kepada mana-mana Timbalan Pendaftar atau Inspektor yang dilantik di bawah subseksyen 3A(1).
(2) Tanpa menjejaskan subseksyen (1), Pendaftar boleh, secara bertulis, mewakilkan mana-mana kuasa atau fungsinya di bawah Akta ini berkenaan dengan penyiasatan kesalahan di bawah Akta ini dan penguatkuasaan peruntukan Akta ini kepada mana-mana pegawai awam atau pegawai sesuatu pihak berkuasa tempatan.
(3) Mana-mana pewakilan di bawah subseksyen (1) atau (2) boleh dibatalkan pada bila-bila masa oleh Pendaftar dan tidak menghalang Pendaftar daripada menjalankan sendiri kuasa atau melaksanakan fungsi yang diwakilkan sedemikian.
