APPROVING AND ADOPTING THE FIVE-YEAR PHILIPPINE DEVELOPMENT PLAN FOR 1978 TO 1982 AND PROMULGATING A TEN-YEAR DEVELOPMENT PLAN FOR 1978 TO 1987 AND A LONG-TERM DEVELOPMENT PLAN UP TO THE YEAR 2000.

Preamble

WHEREAS, following extensive public hearings in the

national, regional and sectoral levels on a proposed Five-Year Social and

Economic Development Plan for 1978 to 1982, a Ten-Year Development Plan for 1978

to 1987 and a Long-Term Development Plan up to the year 2000, the drafts of the

aforesaid Plans were submitted for consideration to the Batasang Bayan during

its session on August 27, 1977;

WHEREAS, after due deliberation thereon, the Batasang Bayan

in its Resolution No.68, dated August 27, 1977, resolved to give the National

Government through the National Economic and Development Authority (NEDA) a vote

of confidence to finalize the above-mentioned Plans and to recommend to the

President the approval thereof provided that the Plans should place

continued emphasis on self-reliance in basic needs, rural development and

agrarian reform, expansion of industry including tourism, accelerated

investments in economic and social infrastructure projects such as power,

transport, irrigation and water supply, communication, education, hospital and

health care, housing and other forms of social services and, in general on

improving the quality of life of the people;

WHEREAS, the Plans have been finalized and their substantive

thrust follows the guidelines indicated by the Batasang Bayan, in that

particular attention has devoted to rural development, self-reliance, national

resource management, environment sanitation and, above all, social justice;

WHEREAS, the Cabinet Committee created to prepare, review

and evaluate the draft plans has accordingly recommended the approval of the

same, during its meeting on September 15,1977;

WHEREAS, it is also essential to imbue the Plans with the

flexibility necessary to meet unexpected developments arising from the present

uncertain condition of the world economy and to designate the institutional

mechanism to effectuate that flexibility in the Plans;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the

Republic of the Philippines, by virtue of the powers vested in me by the

Constitution, and in accordance with the recommendation of the Batasang Bayan

duly assembled as representative of the people, do hereby order and decree:

Section 1Approval and Adoption of Five-Year Philippine Development Plan.

SECTION 1. Approval and Adoption of Five-Year Philippine

Development Plan.—The draft Five-Year Social and Economic Development Plan

for 1978 to 1982 prepared and finalized by the National Government through the

Cabinet Committee created to prepare, review and evaluate the Plans and the NEDA

pursuant to the recommendation of the Batasang Bayan in its Resolution No. 68

dated August 27, 1977 is hereby approved and adopted as the Five-Year Philippine

Development Plan for 1978 to 1982.

Section 2Government activities to conform with Five-Year Plan.

SEC. 2. Government activities to conform with Five-Year

Plan.—All developmental activities of the National Government including the

preparation of the national budget, regional development councils in the

preparation of regional development plans local governments in the preparation

of local plans, and government-owned and controlled corporations in the

preparation of their plans and investment programs, shall conform and be in

accordance with the Five-Year Philippine Development Plan for 1978 to 1982. The

heads of departments, chiefs of bureaus, offices, agencies and instrumentalities

of the government, the governing boards and managing heads of the

government-owned and controlled corporations, the members of regional

development councils and governing boards and managing heads of regional

development authorities and the members of the governing councils and boards and

the executive heads of local governments including the barangays are hereby

charged with the responsibility and empowered to see to it that the conduct and

activities of their respective organization are in accordance with the above

mentioned Five-Year Plan.

Section 3Authority of the Secretary of Economic Planning.

SEC. 3. Authority of the Secretary of Economic

Planning.—The Secretary of Economic Planning, as Director General of the

NEDA, shall have the authority to act, for and on behalf of and upon

consultation with the President, oh all matters, including coordination of plan

implementation, creation of inter-agency committees, issuance of circulars and

orders and promulgation of rules and regulations, pertaining to the

implementation of the Five-Year Plan.

Section 4

SEC. 4. Adoption and Promulgation of the Ten-Year

Development Plan for 1978 to 1987 and Long-Term Development Plan up to the Year

2000.—Pursuant to the recommendation of the Batasang Bayan in its

Resolution No. 68, dated August 27, 1977, the Ten-Year Development Plan for

1978-1987 and the Long-Term Development Pan up to the year 2000 finalized by

the NEDA are hereby adopted and promulgated. These plans shall serve as

guidelines to subsequent five-year and other plans of the government.

Section 5Flexibility in the Plans.

SEC. 5. Flexibility in the Plans.—In order that the

Plans can adequately respond and cope with sudden developments in the domestic

and world economy, the Director-General of the NEDA shall conduct regular

periodic review and appraisal of the Plans and make recommendations thereon to

the President; Provided, that, changes or amendments in any of the

Plans or any aspect or part thereof shall not be made unless approved by the

President. A yearly report of the Director General on the accomplishments of the

economy should include the performance of the Five-Year Plan.

Section 6Private Sector Involvement in Plan 57 Implementation.

SEC. 6. Private Sector Involvement in Plan 57

Implementation.—Businesses, industries and all other concerns in the

private sector are hereby enjoined to take heed of the Plans herein approved,

adopted and promulgated and, as far as practicable in light of their respective

objectives, to align or coordinate their activities therewith.

Section 7Effectivity of Decree.

SEC. 7. Effectivity of Decree.—This decree shall

take effect on January 1,1978.

Done in the City of Manila, this 21st day of September in the year of Our

Lord, nineteen hundred and seventy-seven.
