SEC. 4. Adoption and Promulgation of the Ten-Year Development Plan for 1978 to 1987 and Long-Term Development Plan up to the Year 2000.—Pursuant to the recommendation of the Batasang Bayan in its Resolution No. 68, dated August 27, 1977, the Ten-Year Development Plan for 1978-1987 and the Long-Term Development Pan up to the year 2000 finalized by the NEDA are hereby adopted and promulgated. These plans shall serve as guidelines to subsequent five-year and other plans of the government.
