Section 3

SEC. 3. Authority of the Secretary of Economic Planning.—The Secretary of Economic Planning, as Director General of the NEDA, shall have the authority to act, for and on behalf of and upon consultation with the President, oh all matters, including coordination of plan implementation, creation of inter-agency committees, issuance of circulars and orders and promulgation of rules and regulations, pertaining to the implementation of the Five-Year Plan.
