Health of city.

Section 21

SEC. 21. Health of city.—The health of the city shall be under the control of the Insular Board of Health, which Board shall exercise in the city of Manila the powers conferred by Act Numbered One hundred and fifty seven. If conflict of opinion and jurisdiction shall arise between the municipal board and the Insular Board of Health, the issue shall be referred to the Civil Governor for his decision, which shall be final.
