SEC. 23. Establishment of schools in city.—The Board shall have s the same powers in respect to the establishment of schools in Manila as are conferred on municipal councils by the provisions of the Municipal Code and its amendments, as limited by Act Numbered Seventy-four, establishing a Department, of Public Instruction. A local school board of six members for the city of Manila, who shall serve without salary, shall be selected and removed in accordance with sections ten and eleven of said Act Numbered Seventy-four, and shall exercise the same powers as provided in said Act. The General Superintendent of Public Instruction shall exercise the wane jurisdiction and powers in the city of Manila as elsewhere in the Archipelago, and the city superintendent of schools in Manila shall have all the powers and duties in respect to the schools of such city as are vested in division superintendents in respect to the schools of their divisions.
