SEC. 33. In the case provided in section thirty-two, in which the administration of an irrigation system constructed by the Government shall be under the control of the Government, the Director of Public Works shall administer the system for the benefit of the landowners in accordance with the regulations drawn by the Director of Public Works and approved by the Secretary of Commerce and Police. The expense of operation and administration shall be a lien upon the land of the water users and shall lie determined and collected in the manner prescribed in section thirteen hereof. Any complaints arising among the consumers of water derived from said system shall be determined by the Director of Public. Works in accordance with the regulations, from whose decision appeal shall lie to the Secretary of Commerce and Police within ninety days after the date of publication of the decision of the Director of Public Works: Provided, finally, That the decision of the Secretary of Commerce and Police shall be appealable to the Court of First Instance of the district within the time and in the manner provided in section four of this Act.
