SEC. 27. Every person operating a motor vehicle upon a highway while under the influence of liquor shall be punished by a fine of not less than fifty nor more than two hundred and fifty pesos or by imprisonment of not less than fifteen days nor more than six months, or by both such fine and imprisonment.
