Section 5

SEC. 5. Section thirty-seven of the same Act is hereby amended to read as follows: "SEC. 37. All appropriations made by this Act, or for the execution of its provisions, shall be expended in the discretion of the Governor-General, who may delegate the power to approve such expenditures to the Director of the Census."
