SEC. 2. The Resident Commissioner shall be appointed by the President of the Philippines, with the consent of the Commission on Appointments of the National Assembly, and shall hold office at the pleasure of the President. He shall be the representative of the Philippines in the United States of America and shall annually and at such other times as the President may require, render an official report to the President.
