SEC. 5. The sum of two million pesos is appropriated out of the funds of the National Treasury, not otherwise appropriated by law, to be spent at the discretion of the President of the Philippines to carry out the purposes of this Act: Provided, That this sum shall not be set up on the books of the Auditor General until totally or partially released by order of the President.
