Section 3

SEC. 3. Allotment of appropriations;—The appropriations for sundry expenses, furniture and equipment, and special appropriations for the bureaus and offices under the direct control of the President and for the Executive Departments shall be allotted, respectively, by the President and the proper Head of Department among the bureaus and offices under their respective control as the needs of the service may require.
