Section 17
SEC. 17. Appropriation by the Board.—The Board shall appropriation, make all appropriations for the expenses of the Government of the city. Whenever the Board fails to pass an appropriation ordinance for any year before the end of the previous year, the appropriation ordinance for such previous year shall be deemed reenacted, and shall be renewed from year to year and shall go into effect on the first day of January of each year, as the appropriation ordinance for that year, until a new appropriation ordinance is duly enacted.
