The Provincial Board shall decide the legality of the city ordinances.

Section 20

SEC. 20. The Provincial Board shall decide the legality of the city ordinances.—Upon receiving copies of ordinances passed by the Municipal Board, the Provincial Board shall consider the documents. Should the Provincial Board find that an ordinance lies outside the powers conferred oh the Municipal Board, it shall declare the ordinance null and void, spreading its action upon the minutes and advising the proper authorities of the same. The effect of the action of the Provincial Board shall be to set aside the ordinance, subject to subsequent action by the Secretary of the Interior. As provided for in section eighteen, the Mayor or the Municipal Board may appeal from the decision of the Provincial Board.
