SEC. 23. City departments.—There shall be the following city departments over which the Mayor shall have general supervisory control: Department of Finance and Assessment. Department of Engineering and Public Works. Legal Department Police and Fire Department. The Board may from time to time make such readjustments of the duties of the several departments as the public interest may demand. The Secretary of the Interior shall have the power to consolidate any department, division or office of the city with any other department, division or office, upon the recommendation of the Mayor. Each chief of department shall receive a compensation to be fixed by ordinance by the Municipal Board, with the approval of the Secretary of the Interior, at a rate not exceeding four thousand pesos per annum for the city treasurer and assessor; three thousand six hundred pesos per annum for the city engineer; three thousand six hundred pesos for the municipal judge; three thousand two hundred pesos for the city fiscal; two thousand four hundred pesos for the chief of the police and fire department, and one thousand eight hundred pesos for the assistant municipal judge in case he acts in the place of the municipal judge.
