SEC. 17. Penal Provisions.-Any violation of the provisions of this Decree or of the terms or conditions of registration, or of the rules and regulations issued by the Boards, shall be punished by a fine not to exceed Fifty Thousand Pesos (P50,000) or imprisonment for not more than three (3) years, or both, at the discretion of the Court.
