SEC. 18. Appropriation.-There is hereby appropriated the sum of five million pesos (P5,000,000) out of the funds of the National Treasury not otherwise appropriated, for the organizational and operational expenses of the Board during the period of one year from the approval of this Decree. Thereafter its budget shall be included in the annual General Appropriations Act.
