Section 4

SEC. 4. The President of the College shall be appointed by the President of the Philippines upon the recommendation of the Secretary of Education and Culture after consultation with the Board of Trustees: Provided, That the first President of the College shall be appointed by the President at the same time as the appointive members of the first Board upon the recommendation of the Secretary of Education and Culture.
