Organizational Pattern Personnel.

Section 16

SEC. 16. Organizational Pattern Personnel. —The BOARD shall determine its organizational structure and its staffing patters. It shall have the power to suspend or dismiss for cause any employee and/or approve or disapprove the appointment, transfer or detail of employees. It shall appoint the Secretary of the BOARD who shall be the official custodian of the records of the meetings of the BOARD and who shall perform such other duties and functions as directed by the BOARD.
