Public Works Appropriations under this Decree, are National Disbursing Funds: Exceptions.

Section 13

SEC. 13. Public Works Appropriations under this Decree, are National Disbursing Funds: Exceptions.—All funds appropriated under the provisions of this Decree shall, when released, be carried in the account books of the treasurers or special disbursing funds and all projects herein specified are classified as national projects: Provided, That provincial fund allocated as counterpart shall not be considered as national fund.
