SEC. 27. Section 55 and 56 of the same decree are hereby amended to read as Section 56 as follows: "SECTION 56. By-laws.—The Board of Trustees shall adopt a code of by-laws for the conduct of the affairs of the Administration which may be amended from time to time by the affirmative vote of four Trustees. "Except as otherwise provided herein, the organizational structure and staffing pattern of the Administration, the qualification of the appointive officers and employees, the powers and responsibilities of the officers, the internal procedure of the Administration, and such other matters relative to the organization, management and conduct of the affairs of the Administration shall be as provided in the by-laws; Provided, That, the appointment of and disciplinary action against officers and employees of the Administration shall be done and effected pursuant to guidelines established by the Board of Trustees."
